3-class system
- Yes — operable pedals and motor under 750 W; Class 1 pedal-assist to 20 mph, Class 2 throttle to 20 mph, Class 3 pedal-assist to 28 mph. Since 2025 (§14-289n) a vehicle that can exceed 20 mph on throttle alone, or is built/modified to do so, is not an e-bike, and sellers must disclose this in writing. [Conn. Gen. Stat. §14-1 and §14-289n]
Age limits
- Under 16 may not ride a Class 3 (may be a passenger if the bike is built for one). [Conn. Gen. Stat. §14-289k(e)]
Helmets
- Every e-bike rider and passenger, any age and any class, must wear protective headgear meeting ANSI, CPSC, ASTM or Snell standards. Violations are infractions. [Conn. Gen. Stat. §14-289k(f), (h)]
Where you can ride
- Allowed where bicycles may travel unless banned by local ordinance. Class 3 may not be ridden on any bicycle or multiuse trail or path. Class 2 barred from natural-surface nonmotorized trails unless locally permitted. [Conn. Gen. Stat. §14-289k(b)-(d)]
- Sidewalks allowed unless prohibited by local ordinance or state traffic regulation; must yield to pedestrians and give an audible signal before passing. [Conn. Gen. Stat. §14-286(a)]
License / registration / insurance
- Electric bicycles are expressly excluded from the definition of "motor vehicle", so motor-vehicle licensing and registration do not apply. [Conn. Gen. Stat. §14-1(60)]
Speed & equipment
- Assist cutoff 20 mph (Class 1/2) or 28 mph (Class 3); motor under 750 W. [Conn. Gen. Stat. §14-1]
