Verified from statute
3-class system
- Yes. Class 1 (pedal-assist to 20 mph), Class 2 (throttle to 20 mph), Class 3 (pedal-assist to 28 mph, speedometer required). Motor under 750 W, operable pedals. Bikes that are modified or easily modifiable beyond 20 mph on motor alone or beyond 750 W, or have pedals removed, are not e-bikes. [Cal. Vehicle Code §312.5]
Age limits
- Under 16 may not operate a Class 3 e-bike. [Cal. Vehicle Code §21213]
- San Diego County pilot: cities there may ban under-12 riders on Class 1/2 by local ordinance (until Jan 1, 2029). [Cal. Vehicle Code §21214.7]
Helmets
- Under 18: helmet required on any bicycle (incl. e-bikes) on streets, bikeways, paths and trails. [Cal. Vehicle Code §21212]
- Class 3: helmet required for operator and passengers of any age. [Cal. Vehicle Code §21213]
Where you can ride
- Local authorities may ban e-bikes, or specific classes, on equestrian, hiking and recreational trails; State Parks may restrict them on its paths. [Cal. Vehicle Code §21207.5]
- Correction (re-checked Oct 2026): §21207.5(a) bars "motorized bicycles" (mopeds) — not e-bikes — from bike paths, bike lanes and trails unless adjacent to a roadway or locally permitted. We found no separate statewide Class 3 path ban in the sections we read; check local rules. [Cal. Vehicle Code §21207.5]
License / registration / insurance
- No driver license, registration, license plate or financial responsibility required; an e-bike is not a motor vehicle. [Cal. Vehicle Code §24016]
Speed & equipment
- Must meet 16 CFR 1512; motor must disengage when brakes applied or via switch; classification label required. Tampering that changes speed is prohibited unless the bike stays within the definition and the label is updated. [Cal. Vehicle Code §24016]
